SENIOR COST ESTIMATOR

ProDims has an immediate opening for a local qualified degreed Senior/Cost Estimator with experience estimating federal, and military, transportation, transit, airport, tunnel, municipal, and educational projects.  Candidates will be working under limited direction, performing professional level technical expertise in preparing total construction cost estimates at different stages of project design, from preliminary through final design document development.  Qualified candidate will be responsible for ensuring the full integration of scope, schedule, costs, risk, and resources; establishing budgets and engineer estimates for construction of large-scale projects; performing cost impact analysis related to the project/contract potential and/or directing change orders for comparison with cost trending analysis.  They will be expected to meet all required deadlines for the project, and will be responsible for client maintenance.   Additionally, candidate may be asked to be on value engineering studies as a team member and assist with developing cost information for VE alternatives.

Candidate will also be asked to track and recommend pricing thresholds to the project team and senior management; maintain a cost database based on historical and current market prices; monitor construction management (CM) and construction contractor progress and cost changes to ensure projects adhere to project control policies and procedures and are completed on time and within budget; and develop project risk assessment. 

Other duties will be to manage all work loads and all USACE review comments with all A/E’s; conduct construction risk analysis and risk mitigation, and cost contingencies analysis; develop and implement standards for the preparation of cost estimates for change order/contract amendment negotiations.  Additionally, candidate will interact and share knowledge and negotiate across organizational boundaries with other Agency departments and local, state and federal agencies/jurisdictions and with business partners such as local transit agencies.

Job Requirements:

 ·      BS in engineering or equivalent combination of technical training and/or experience

·      Five - 30-years’ experience estimating military, federal, civil, structural, commercial, transportation, and education projects

·      Certifications: CCP, CEP, ASPE, Nationally Accredited certification is a requirement to be obtained within in one year

·      Estimating for the Corp of Engineers, Navy, Coast Guard, transit, airport, parking garages, loading dock structures, utilities, and storage tank experience required

·      Proficient with all CSI Divisions

·      Proven profit/loss responsibility – Manage Line of Business

·      Proficient with estimating software including, MCACES II, SUCCESS, and Excel

·      Able to read, understand and interpret drawings, contract specifications and other technical documents used in mechanical, construction and general contracting

COST ESTIMATOR

·    Develop cost estimates using both rate and unit costs and performing mathematical calculations by applying standard factors;

·     Perform material take-offs and review design documents and design modifications to determine scope of work and scope changes;

·     Develop cost estimates for various alternatives;

·     Perform detailed review of 3rd party construction cost estimates during various stages of design, including 15%, 30%, 60%, 90%, and 100% and Engineer’s estimate for bidding;

·     Perform analysis of bid results and update of estimating factors for future bids;

·     Accumulate, evaluate, and document historical cost data in order to maintain current estimating standards and databases.

QUALIFICATIONS / REQUIREMENTS:

·        BS in engineering or equivalent combination of technical training and/or experience

·     7-10 years experience estimating heavy civil projects

·     Certifications: ASPE, CPE, LEED Accreditation programming certs are a plus but not a requirement

·     Estimating service tunnel structures, parking garages, loading dock structures, utilities and storage tank experience a plus

·     Ability to estimate structural, civil, projects

·    Proficient with estimating software including, (HCSS), MC2, Timberline, MCASES II, SUCCESS, Excel, and MS Project

SAFETY and SECURITY REPRESENTATIVE

ProDims is accepting resumes for Safety and Security Representatives. Candidates will work with management team to maintain adequate safety coverage. We will have one safety representative to monitor contractor work on each of the three shifts of the project. The candidates must be certified safety professionals who have an OSHA 500 Construction Safety Training Certificate and have worked as a site safety professional for at least 8-years. The safety professional(s) must have worked as a site safety professional in tunnel construction for at least five years. All safety representative must have the following qualifications:

  • Minimum of 5-years of experience in construction safety programs

  • In-depth knowledge of OSHA/WISA regulations and their applications in the field

  • Working knowledge of crane safety

  • Ability to work cooperatively and professionally with inspectors, contractors, management, staff, and government officials to resolve safety issues

  •  Ability to train staff in safety and security procedures

  •  Strong communication skills with the ability to write reports and thoroughly document incidents, accidents, and events

RESPONSIBILITIES:

  • Assume management responsibility for the services and activities of the Construction Safety Group including overseeing OSHA jobsite compliance inspections, safety training, monitoring of safety program documentation, hazard analysis, and threat and vulnerability assessment.

  •  Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned projects, services, and functional areas within the Division

  •  Develop, recommend, and administer safety programs, policies, and procedures for construction to ensure safety of workers, staff and consultants, facilities, passengers, and the public; develop, implement, and monitor procedures to protect employees, customers, and property.

  •  Monitor and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommend, within Departmental policy, appropriate service and staffing levels.

  • Supervise and perform safety and security audits of documentation and work processes of Agency, its consultants, its suppliers, and its contractors; supervise performance of safety certification, system safety, construction safety, employee safety, facilities security, and emergency management programs; monitor and verify that work processes and other activities are performed in accordance with the WSDOT System Safety Program Standard, the System Safety Program Plan, the Construction Safety Manual, and the Safety and Security Management Plan as well as OSHA and WISHA requirements.

  • Supervise and perform a variety of investigations including accident investigations; investigate reports of safety violations, theft, vandalism, and assaults.

  • Prepare safety reports including reports for management on safety related issues.

  • Perform design review of contract documents in support of the project schedules.

  • Review submittals in support of the project schedules.

  •  Perform OSHA compliance inspections on jobsites in support of the project schedules; review and approve worksite construction safety plans; perform safety certification.

QUALIFICATIONS / REQUIREMENTS:

·       A Bachelor’s degree from an accredited college or university with major course work in industrial relations, industrial hygiene, environment, system safety, security, business administration, or in a field or discipline related to Construction Safety. Eight (8) years of on-site safety management experience. Five (5) years experience as site safety professional in tunnel construction.

 Required Licenses or Certifications:

  • Possession of a valid Washington State Driver License.

  • Possession of Certification in System Safety Management, OSHA 500 Construction Safety (40-hour), Industrial Hygiene, or other relevant Safety Professional Certification with emphasis on construction safety or workplace safety or demonstrate equivalent competence.

  •  Possession of Certificate of completion of at least three safety certificate courses, with at least one in accident prevention.

  •  Possession of industry recognized Safety Certificates.

IVIL EIT

ELECTRICAL INSPECTOR

ProDims  has an opening for an Electrical Inspector to provide single-point electrical field inspections of contractor’s work, representing the Construction Manager in the field.  This candidate will be primarily responsible for implementing and maintaining the Quality Assurance Program, with guidance from the Quality Assurance Manager, Resident Engineer and ultimately the Construction Manager on the project. Candidate must be knowledgeable with state and national electrical codes and related laws and regulations as well as the standard practices, processes, tools, equipment and materials of the electrical trade. Must be have experience with electrical inspection techniques and practices, and have knowledge pertaining to occupational hazards and safety precautions applicable to the work area.  The candidate should have basic investigative techniques and methods, able to read, interpret and apply codes, laws, rules, and regulations relative to the work, and to interpret electrical plans and specifications. Key Responsibilities:

  • Inspect structures using engineering skills to determine structural soundness and compliance with specifications, electrical building codes, and other regulations
  • Observe critically, electrical installations or alterations, obtain accurate data and prepare those reports
  • Communicate effectively
  • Meet and deal effectively with others
  • Prepare for and plan and coordinate all field testing and inspections in accordance with the contract documents
  • Inspect with visual observation and electrical testing equipment, new installations and alterations of electrical wiring and equipment in and on public and private buildings and premises
  • Monitor and record daily all work scope being executed and prepare a comprehensive daily report with measurement of daily quantities completed and resources utilized
  • Review, analyze, and record any construction issues potentially resulting in a scope, time, or cost impact to the work of the contractor, which may result in a change to the contract
  • Attend, as necessary, weekly progress meetings with contractor, including review of progress to planned schedule
  • Ensure contractor prepares prompt requests for information (RFIs) for questions that may affect the construction schedule
  • Work with Construction Manager to implement methodology and criteria to resolve any non-compliance notices previously issued
  • Document compliance and non-compliance with established quality control and quality assurance procedures
  • Prepare written reports documenting electrical, QA/QC inspections, non-compliance notices, and corrective actions
  • Review and submit all test reports for inclusion in turnover documentation to client
  • Ensure master as-built drawing information is being maintained by contractor / maintain project as-built drawing file if requested
  • Develop project specific quality control and assurance documents and standards if requested

Qualifications:

  • BS in Electrical Engineering Technology or a related field; or certification of completing course work in electrical/electronic technology from a postsecondary vocational school plus two (6) years of practical work experience in applied electrical/electronic technology

  • Minimum of 6 years of inspection experience on infrastructure and public works projects, such as, tunnels, roads, traffic facilities, as well as building/construction

  • Thorough understanding of construction safety, quality control, and general contract management requirements

  • Excellent communication, interpersonal, organizational, and planning skills

  • Proficiency in MS Office (Word, Excel)
